Negotiation in Community:A New Paradigm of Community Governance

以"协商"为理念的顶层设计对于探索新型社区治理模式具有实践意义。当前,城市基层社会正向多元权力结构转型,赋予传统社区管理以创新机遇。在保证现阶段社区主体管理架构稳定运行的前提下,推进协商机制建设是实现以"利益共进"为核心要求的社区治理范式的关键。具体而言,从主体参与的代表性、协商公平与效率的兼顾、协商平台建设以及协商决议执行等方面推进社区协商的法治化和常态化,促进基层社会治理有效运转。

Negotiation plays an important practical role on the construction of the model of community governance.At present,urban grass-roots society is transforming into a multi-power structure,which gives traditional community management new opportunities.On the premise of guaranteeing the stable operation of the community main body management structure at the present stage,promoting the construction of consultation mechanism is the key to realize the community governance paradigm with the core requirement of“benefit advancement”.Specifically,we should promote the legalization and normalization of community consultation from the aspects of representation of main body participation,the contradiction between fairness and efficiency of consultation,the construction of consultation platform and the implementation of consultation resolutions,so as to promote the effective operation of grass-roots social governance.
