随着新旧动能转化方案的提出和城镇化、乡村振兴战略的发展,电力需求从未像今天这样与日俱增。输变电项目的规划布局直接影响到供电可靠性和电能质量,但制约电网规划项目选址、选线的因素越来越多,生态保护红线的划定直接影响电网规划中变电站布点和线路走径,极易造成项目环评无法通过使项目流产。该文重点研究了在生态保护红线只能增不能减的大背景下,区域电网规划既满足远景负荷增长需求,又有效避让生态保护红线,从源头确保输变电项目有效落地,更好地为地方经济发展提供可靠的电源保障。
