生态文明背景下土地整治模式探索——以福建省古田县为例

Exploration of Land Consolidation Model under the Background of Ecological Civilization—A Case Study of Gutian County in Fujian Province

生态文明建设是新形势下国土空间开发的关键,对于统筹推进土地整治提出了更高的要求。在分析古田县各乡镇土地利用状况和土地类型构成的基础上,按照乡镇不同土地利用方向,提出全县土地整治的3种模式:粮食主产区土地整治模式、建设用地复垦区土地整治模式、生态脆弱区土地整治模式。为保障土地整治的实施,应该完善土地整治规划制度体系、鼓励多元资金参与土地整治、提升技术队伍及先进技术支撑、强化土地整治生态人文理念。在生态文明背景下,县域土地整治工作应在分析土地利用状况的基础上,确定土地整治方向,创新土地整治模式,实现"山水林田湖草生命共同体"目标。

The construction of ecological civilization is the key to the national spatial development under the new situation, and it puts forward higher requirements for the overall promotion of land rectification. This paper analyzes the land use status and land type of each township in Gutian. Based on the analysis of the land use status and land type of each township in Gutian, this paper proposes three modes of land consolidation according to the different land use directions: Land consolidation mode in major grain producing areas, land consolidation mode in construction land reclamation area, land consolidation model in ecologically fragile areas. In order to ensure the implementation of land consolidation, we should improve the land consolidation planning system, encourage diversified funds to participate in land consolidation, upgrade technical teams and advanced technology support, and strengthen the concept of ecological rectification of land. Under the background of ecological civilization, we should determine the direction of land consolidation and innovate the land consolidation model based on the analysis of land use status, so as to achieve the goal of “eco-community of mountains, rivers, forest, farmland, lakes and grass”.
