Strategy Study on China’s Spatial Planning in the New Era

国土空间规划是空间规划体系中的核心规划,加强战略性工作是国土空间规划编制的必要手段。文章通过分析我国空间规划战略研究的发展历程和国外空间规划不同层级之间的战略关系,探讨空间规划与战略的原则性关系,进而对我国现行主要空间规划中的战略内容和实施方式进行梳理,为建构国土空间规划战略提供基础。最后提出我国国土空间规划与各专项规划战略的关系,以及国土空间规划的战略内容和实施手段。

Spatial planning is the centre of spatial planning system,to strengthen the strategy study is a necessary means of preparing China's spatial planning.This article has analyzed both the progress of strategy study on China's spatial planning and the strategy relations of foreign spatial planning at different government levels.Subsequently,the article has discussed the principle bond between spatial planning and strategy studies,and then sorted out strategy content and implementation methods that applied in the current spatial planning,to provide fundamentals of spatial planning study in the future.Finally,the relationship between China's spatial planning and various special planning strategies,as well as the strategic content and implementation methods of spatial planning have been proposed.
