基于BCC模型和灰色关联的高校科技创新分析 被引量:2

An Analysis of Acientific and Technological Innovation in Universities Based on BCC Model and Grey Correlation

摘要 高校是国家创新系统的重要组成部分,高校的创新能力和效率是国家的重要资源。基于2004―2017年数据,采用BCC模型和灰色关联分析法对我国高校创新效率和影响效率的投入指标进行分析。结果显示:我国高校创新活动规模效率有待提高,投入产出效率的有效单元较少;高校创新效率与科研经费、科研人员的数量、科研投入时间相关度高;创新效率低与创新环境和制度有关。为了提高高校科技创新能力,应增加和合理配置高校科研经费、激发高校科研创新人员的积极性、建立高校科研成果转化机制。 As an important part of national innovation system,the innovative ability and effectiveness of higher educational institutions are key resources of a nation.Based on data from 2014 to 2017,BCC Model and Grey Correlation Analysis have been adopted to figure out the innovation effectiveness and input indicators which has an influence on the effectiveness of higher educational institutions in China.The findings present that innovation scale effectiveness of Chinese higher educational institutions needs to be improved,the available unit for input and output effectiveness remains a few;there is a highly positive correlation between innovation effectiveness and scientific funds,the number of scientific personnel and the time spent on research;poor innovation effectiveness is related to innovation environment and system.In order to improve the ability of science and technology innovation in colleges and universities,we should increase and allocate reasonably the funds of scientific research,raise the enthusiasm of scientific researcher,and establish the transformation mechanism of scientific research achievements in colleges and universities.
