教育精准扶贫视野中的民族教育依法治理路径研究

A Study on the Path of Ethnic Education in Accordance with Law in the Context of Targeted Poverty Reduction and Alleviation

作为最根本的精准扶贫,教育治理反映着精准扶贫的效果。但长期以来,民族教育成了政府管理的"独角戏",缺少治理的理念和实践。教育精准扶贫视野下的民族教育依法治理,就是要在相关法律法规的基本要求下,将民族教育置于民族社会发展的大背景下考量,并针对性的提出精准解决问题的教育对策,助力民族地区脱贫。这一过程涉及不同学段和类型的教育。依照《教育法》的规定和要求,民族教育依法治理就是要进一步扩大和保障民族地区学生的受教育的机会,实现其受教育的权利,即学前教育要扩大教育机会、基础教育要改善办学条件、职业教育要精准定位、招生和资助、高等教育要出台精准招生办法等综合治理路径和措施。

As a basic measure of targeted reduction and alleviation of poverty,education governance reflects the effect of poverty reduction and alleviation.However,ethnic education has long been the“monodrama”acted by the government,lacking governance theories and practice.In the context of targeted poverty reduction and alleviation,we should follow the basic requirements of relevant laws and regulations,put ethnic education in the big context of national social development,and put forward targeted measures to solve educationalproblems and reduce and alleviate poverty in ethnic minority areas.The whole process involves different stages and types of education.The present study holds that,according to the regulations and requirements of Education Law,the governance of ethnic education means further expand and guarantee ethnic minority students education opportunities,and protect their rights to education.To be more specific,the following comprehensive governance measures should be taken:preschool education needs to expand educational opportunities;basic education needs to improve school conditions;vocational education needs to work at its orientation,enrollment and funding with accuracy;higher education needs to put forth precise enrollment policies.
