以提供生态服务为主体功能的北京生态涵养区,其乡村振兴意义重大,必须运用差别化产业政策、投资政策、税收政策、土地政策,促进产业振兴;通过构建教育培训、人才开发、人才使用体系,推进人才振兴;通过形成构建生态伦理文化与行为规范、文化与产业融合发展,带动文化振兴;完善生态补偿、建立生态资本与生态服务交易机制,助推生态振兴;通过加强基层党组织领导核心、优化乡村治理体系、建立独立的村级监督机构,实现组织振兴。

With the main function of ecological service,the ecological conservation areas have some great significances to revitalize the villages in Beijing.It is necessary to use differentiated industrial,investment,tax and land policies to promote the local industrial revitalization.Through establishing the education,training,talent development system,it can promote the talent revitalization;through constructing the ethical culture system and behavior norms,and integrated development of culture and industry,it can promote cultural revitalization;through perfecting the ecological compensation function,and establishing the trading system on ecological capital and services,it can promote ecological revitalization;through strengthening the CCP’s leadership at grass-roots level,optimizing the rural governance system,and establishing independent supervision system in villages,it can promote the organization revitalization.
