聚焦主业 深化“三转”——高校纪委履行监督责任的实践与思考

Focusing on the Main Duties, Deepening the "Three Changes" : Practice and Thoughts on the Implementation of Supervisory Responsibility

党章赋予各级纪委监督执纪问责的职责,中纪委提出落实党风廉政建设责任制,纪委负监督责任,并要求纪检监察机关转职能、转方式、转作风(以下简称"三转")。高校纪委如何在工作实践中,聚焦主责主业,持续深化"三转",认真履行监督责任是做好高校纪检监察工作的一项重要研究课题。本文梳理总结内蒙古工业大学纪委近几年不断适应新形势新要求,履行监督责任的做法,并对实际工作中面临的困难与不足提出对策建议。

Since the Constitution renders the responsibilities of supervising,censoring and implementing to the Disciplinary Committees at all levels,the State Discipline Inspection Commission proposes to implement the responsibility system for party conduct and clean government construction,in which the Discipline Committee shall be the one to supervise.It requires that the discipline inspection and supervision organizations should change functions,change methods,and change styles(hereinafter referred to as"three changes").It is an important research topic for the Disciplinary Committees in the universities to study how to focus on the main duties in practice,to continue deepening the"three changes",and conscientiously fulfill the responsibility of discipline inspection and supervision of colleges and universities.This paper summarizes the practice of the Commission for Discipline Inspection of Inner Mongolia University of Technology in recent years,including constantly adapting to the new situation and new requirements,and fulfilling the responsibility of supervision,and furthermore it provides some suggestions for the difficulties and problems in work.
