东盟基础公共服务地区间差异及均等化路径探析

Analysis of Regional Differences in Public Services in ASEAN and Exploration of Equal Access to the Public Services

东盟基础公共服务均等化对当前中国与东盟一体化合作机制深化建设具有积极的启示意义。东盟共同体的建立标志着东盟各国愿意携手实现地区一体化。增强区域互联互通、减少公共服务差异是建设东盟共同体的重要手段。通过对东盟基础设施、公共教育、公共卫生和公共安全等领域的因素进行对比分析并构建均等化指数,发现东盟各国间的基础公共服务差异巨大,这将会在短期乃至长期对东盟对经济造成不良影响。因此,东盟需要通过优化各国制度质量、加强资金用途监管,做好区域公共服务水平测评、精准定位地方需求,完善相应配套设施、改善公共服务环境,合理利用国际投资与援助、拓宽基建资金来源等方式来满足地方发展的基础公共服务需求,逐步完善国内发展环境。

The regional differences of ASEAN basic public services and equal access to these services have positive revelation on the building of China-ASEAN integration cooperation mechanism.The establishment of the ASEAN community indicates that ASEAN member countries are willing to join hands to achieve regional integration.Strengthening regional infrastructure connectivity and reducing regional differences in basic public services are important means to build the ASEAN community.Through comparative analysis of key factors in ASEAN's infrastructure,public education,public health and public security,and construction of equalization index,it is found that there are huge gaps in basic public services among ASEAN member countries,which will have a negative impact on the economy in the short and long term.Therefore,ASEAN member countries need to meet the basic public service needs of local development and gradually improve the domestic development environment by improving institutional quality and strengthening oversight over use of funds,assessing regional public services,precisely identifying local demand,improving public service environment and supporting facilities,appropriately making use of international investment and assistance and expanding wider sources of infrastructure funds.
