摘要
随着国家"双一流"战略的推进,国内各高校在教学科研平台建设上的资金和人力投入逐年增高,尤其是进口仪器设备的采购投入呈现了几何级数的增长。如何规范进口仪器设备采购管理、防控第三方风险,是进口采购工作中的重点。该文结合南开大学在进口仪器设备方面的采购管理经验,分析流程环节中涉及的各个关键点,探讨实际工作中更为有效的进口仪器设备采购管理模式。
With the promotion of the national “Double first-class” strategy,the investment of funds and manpower in the construction of teaching and research platforms in domestic universities has increased year by year,especially in the purchase of imported instruments and equipment,showing a geometric series of growth. How to standardize the procurement management of imported instruments and equipment and prevent and control third-party risks are the key points in the procurement of imported instruments and equipment. Based on the experience of Nankai University in procurement management of imported instruments and equipment,this paper analyses the key points involved in the procurement process and explores a more effective mode of procurement management of imported instruments and equipment in practical work.
