科技支撑力的区域差异与赋能提升策略——基于2010-2016年面板数据的熵权法分析 被引量:1

摘要 近年来我国科技进步取得长足发展,科技支撑力显著提升。本文通过建立科技支撑力评价模型,在熵权法基础上进行回归分析的实证研究,寻找科技人力投入、资本投入、科技产出效益对创新绩效的影响。研究发现科技人力投入和创新资本投入对创新绩效均有正面影响;资本投入的绩效大于人力投入的绩效;东部和西部研究生毕业人数开始出现了无效供给和结构性失衡。最后提出通过科技创新生态系统,支撑欠发达地区反梯度发展;通过科技平台供给侧改革,促进资源深度聚合;通过高等教育供给侧改革,提升高校科技创新能力,才能更快地实现建设科技强国的目标。 With the significant raise of science support,China has achieved considerable progress and development in the field of science and technology in recent years.By establishing an evaluation model of science support,this paper carries out the empirical research of regression analysis on the basis of entropy weight method,and seeks the influence of the manpower input for science,capital investment and output benefit of science on innovation performance.The research finds that the manpower input for science and innovation capital investment both have a positive effect on the innovation performance,the performance of capital investment is greater than that of manpower input,and the number of postgraduates in the east and the west has begun to suffer from ineffective supply and structural disequilibrium.At the final part,this paper presents that in order to realize the goal of making China a scientific power more quickly,we should support the anti-gradient development of underdeveloped areas through technological innovation ecosystem,promote the deep aggregation of resources through the supply-side reform of scientific platform and improve the scientific innovation ability of universities through the supply-side reform of higher education.
