“农民上楼”过程中存在的问题与对策分析——以梧桐村为例

The Problems and Countermeasures Analysis in the Process of “Farmers Go Upstairs”——A Case Study of Wutong Village

在社会主义新农村建设、土地增减挂钩、促进城镇化等政策出台的背景下,"农民上楼"问题已然成为社会及学界关注的热点问题。通过深入了解梧桐村"农民上楼"的过程,发现主要存在农民土地财产权受到侵害、生活成本上升、社区认同度低等问题,提出完善土地补偿机制、加强社区基础设施建设、加强社区文化建设等措施。唯有因地制宜,尊重民意,提升农民社区认同感才能实现真正意义上的"上楼",提高农民的生活质量。

In the context of building a new socialist countryside,linking the increase and decrease of land and promoting urbanization and other policies,the problem of “farmers go upstairs” has already become a hot issue with social and academic concern.Through an in-depth understanding of the process of “farmers going upstairs” in Wutong village,the author finds that there are mainly problems such as the infringement of farmers’ land property rights,rising living costs and low community recognition,proposes to improve land compensation mechanism,strengthen community infrastructure construction,strengthen community culture construction and other measures.Only by adapting to local conditions,respecting public opinion,and enhancing the sense of community identity of farmers can the government achieve the “going upstairs” in the true sense and improve the quality of life of farmers.
