新时代城市社区党组织组织力提升——兼论城市社区治理

Promoting the Urban Community Organization's Power in the New Era: also on the Governance of Urban Community

新时代城市社区治理是社会体制改革的基本动作,是国家治理体系和治理能力现代化的重要环节。新时代社区党组织在创新社区治理过程中要发挥政治核心与领导核心的双核心作用。针对当前城市社区治理中党组织组织领导结构未优化、党组织嵌入群众力度弱、服务型党组织建设未落实、城市社区党组织信息化建设难落实、城市社区党组织建设人才难保障的现状,提出学习新时代习近平系列讲话、精神、思想;学习新时代党员干部党性教育理论;学习新时代党的路线、方针、政策的理论路径。优化城市社区党组织结构和作用,党性实践建设城市社区党组织;外部条件作保障,服务实践建设城市社区党组织;宣传路线、方针、政策,现实与虚拟社区领导建设城市社区党组织的实践路径。兼论新时代城市社区党组织与党组织治理城市社区要互动共赢,需要有领导与建设相结合、嵌入与服务相结合、创新与发展相结合的良好有序工作状态。

Urban community governance in the new era is one of the basic issues of social system reform.And it is also an important link in the modernization of the national governance system and governance capacity.In the New Era,community party organizations play a "dual core" role of political core and leadership core in the process of innovative community governance.Aiming at the current situation that the leadership structure of party organizations in urban community governance is not optimized,the party organizations are weakly integrated into the people,the construction of service-oriented party organizations is not implemented,the informatization of urban community party organizations is difficult to constructed,and the talents of urban community party organization are insufficient,the path of studying the spirits and thoughts of Xi Jinping's speeches,studying the party-oriented education theories of party members and leaders in the new era,studying theoretical path of the party's line,principles and policies in the new era has been proposed.And it is also proposed the practical path of constructing the urban community organization that optimizing the organizational structure and role of urban community party,providing sufficient external conditions,propagandizing the lines,principles and policies,constructing both of the realistic and virtual community.In order to achieve a win-win situation of city and community;the community governance should have the working condition that combining the leadership and construction,integrating and serving,innovation and development.
