浅议基层行政审批改革中的法律问题

在行政审批制度改革从量上要求向质上提升的转型中,以法治视角关注基层问题具有必要性。基层行政审批改革面临主体资质不适格、审批标准不统一、权力界限不明、法律法规滞后、诚信意识缺失等问题,需要合法落地审批权限、保障行政相对人隐私权、培育市场诚信意识、立法跟进审批改革、明确行政审批权责、科学考核审批改革成效等优化路径解决实践中产生的具体问题,以契合改革发展方向与发展目标。

Legitimacy of primary administrative examination and approval is an important guarantee of reform.At present,there are legal problems such as the lack of qualifications of the subject,the difference in standards,the lack of impartiality,the unclear power limit,the relatively lagging of legal,and the lack of integrity consciousness of some subjects.This paper puts forward some measures to solve the problems,such as landing power by rules,insuring privacy security,cultivating the principles of integrity,improving legislation,clarifying responsibilities,improving the assessment system,etc.
