日本公明党对华外交实践评析——兼及与对韩外交实践的比较

An Analysis of Komeito’s Diplomatic Practices towards China:With a Comparison with Its Policy towards ROK

自1999年与自民党联合执政以来,公明党在日本内政外交中发挥的作用愈加重要。日本的政党政治,也因此发生了重大变化。本文对20世纪60年代公明党成立以来的对华政策及其实践的发展演变加以梳理,分析得出公明党对华政策的基本方针是坚持友好、主要形式是派遣访华团促进交流、主要效果是在中日关系陷于困难之际起到特殊的沟通作用的结论。与此同时,与公明党的对韩政策进行了比较,探讨了在慰安妇、冷战后东亚的安全保障等问题上,公明党秉持的基本方针及发挥的作用。致力于东亚和平,公明党任重道远。

Since the establishment of the coalition with the Liberal Democratic Party in 1999, Komeito has been playing an increasingly important role in Japan s domestic affairs and diplomacy. Japan s party politics has also undergone major changes because of that. This paper sorts out the evolution of Komeito s China policy and its practices since its establishment in the 1960s. It is analyzed that the basic policy of the Komeito s China policy is to insist on friendship. The main form is to send delegations to promote exchanges and the main effect is to play a special communication role when China-Japan relations are in trouble. The paper also compares it with Komeito s policy toward ROK and discusses the basic principles and functions played by Komeito on issues like comfort women and security in East Asia after the Cold War. In general, Komeito still has a long way to go for the peace in East Asia.
