Carrying Out the Concept of New Development and Building An Innovative Country

习近平同志在党的十九大报告中指出:要贯彻新发展理念,实施创新驱动战略,加快建设创新型国家。创新驱动,与传统的要素驱动有着重要区别,是要以人的科学知识、发现和创造能力、高技能的发挥、知识产权与科技成果的开发应用与转化、科学技术水平的提升等为增长和发展的核心动力、内在动力、长久动力。加快建设创新型国家是适应国际竞争的要求,世界范围内科技发展迅猛,对中国加快建设创新型国家提出了更为迫切的要求。创新不仅是科技工作者的事,从政府到社会,从企业家到管理者和员工,从研究机构到教育机构,都需要参与创新、配合创新、支持创新、服务创新,为创新创造条件,为创新提供环境,为创新培养人才。因此,建立创新型国家是全局性战略。建设创新型国家需要解决好三个关系:一是原始创新、集成创新和引进消化吸收再创新的关系;二是自主创新与开放创新的关系;三是产学研之间的基本关系。坚持教育优先,坚持自主创新,完善科技创新体制,加强科技人才队伍建设,是加快建设创新型国家的重要环节。

General Secretary of the Party Xi Jinping in the report of the 19th National Congress of CPC pointed out that:we should carry out the new concept of development,implement innovation-driven strategy,and speed up the construction of an innovative country.Innovation-driven,different greatly from the traditional factor-driven,takes the following as core,internal and long term power of growth and development:scientific knowledge;the ability of discovery and creativity;using of high technology;development,application and transformation of intellectual property and scientific and technological achievements;the improvement of the level of science and technology.Speeding up the Construction of an innovative country is to meet the requirements of international competition,while science and technology developing rapidly all over the world has put forward more urgent requirements for China to speed up the construction of an innovative country.Innovation is not just for science and technology workers.From government to society,from enterprises to manager and employee,from research institutions to education institutions they need to participate in innovation,cooperate with innovation,support and service innovation,create conditions for innovation,provide environment for innovation,and train talents for innovation.So building an innovative country is an overall strategy.Building an innovative country needs to solve three relations:first the relations of original Innovation,inheritance Innovation and Introduction,digestion,absorption and Innovation;second the relationship between Independent Innovation and open Innovation;third the basic relationship between industry,university and research.It s an important link in speeding up the construction of an innovative country that we persist in giving priority to education,persist in independent innovation,improve the system of scientific and technological innovation,and strengthen the construction of the contingent of scientific and technological talents.
