发展专业社会工作是构建社会主义和谐社会、加强和创新社会管理的重要组成部分。党的十九大报告提出“要加强社区治理体系建设,推动社会治理重心向基层下移”,为全国专业社会工作发展指明了新的方向和阶段任务;同时,十九大报告强调进一步推进“粤港澳大湾区建设”和“粤港澳合作”的区域发展战略,为珠三角地区专业社工服务和社工人才培养创造了新的合作契机。围绕“社区治理体系建设”与“粤港澳大湾区建设”双引擎的启动,珠三角地区加强社区社工、养老社工、行政社工人才培养,创新粤港澳人才培养合作机制势在必行。社工人才战略,需要着重考虑高等院校建立培养社会人才的教学体系,围绕社区治理体系建设和粤港澳大湾区战略实施。社工人才培养学科体系的专业方向包括:社区社工、行政社工、养老社工。同时,需要通过与社会相关机构合作,创新社工人才培养机制。

The development of professional social work is an important part of constructing socialist harmonious society,strengthening and innovating social management.The report of the 19th National Congress of CPC puts forward“to strengthen the construction of community governance system and promote social governance to shift the focus of social governance to the grass-roots level”,indicating new directions and stage tasks for the development of professional social work in China;At the same time,the report stressed to further promote the“the construction of Guangdong-Hong Kong-Macao Greater Bay Area”and“the cooperation of Guangdong-Hong Kong-Macao”regional development strategy,creating new cooperation opportunities for the professional social work services and the cultivation of social workers in the Pearl River Delta region.Around the starts of twin-engine of“the construction of community governance system”and“the construction of Guangdong-Hong Kong-Macao Greater Bay Area”it is imperative to strengthen the talent cultivation of community social workers,old-age social workers and administrative social workers,innovate personnel training cooperation mechanism of Guangdong-Hong Kong-Macao in the pearl river delta region.The talent cultivation of social work needs pay attention to establish a teaching system for training social personnel in the institutions of higher learning,which will be implemented around the construction of community governance system and the strategy of Guangdong-Hong Kong-Macao Greater Bay Area.The major directions of the subject system of social work talent training include:community social work,administrative social work and old-age social work.At the same time it needs innovate the training mechanism of social workers through cooperation with relevant social institutions.
