大学的发展需要持久动力,持久动力来源于有效激发内在发展动力的机制。历史上,尤其是近现代以来大学发展实践证明,大学的内在发展需要才是大学保持旺盛生命力的源泉,持久发展动力来自于大学的内在需要。现阶段,"双一流方案"正是遵循高等教育发展规律,积极构建有利于形成合作竞争机制的学术生态环境,激发高校主体谋求自我发展的需求,最大限度地调动高校主体发展的内在动力。

The development of university needs lasting power,and the lasting power comes from the mechanism of effectively stimulating inner development impetus. In history,especially in modern time,the practice of university development has proved that the universities’ inner development is the source of their vigorous vitality,and the motive force of sustainable development comes also from the inner needs. At the present stage,the “Double First-rate project” is just following the law of higher education development,actively constructing an academic ecological environment conducive to the formation of a cooperative competition mechanism,stimulating the demand for self development by the main body of colleges and universities,and maximizing the internal motivation of the development of the Universities.
