陈云作为以邓小平同志为核心的第二代中央领导集体的重要成员,经历了改革开放最初的17年,其改革开放思想已经成为邓小平理论重要组成部分。陈云的改革开放思想可以从处理好八个关系加以概括:既要搞活微观,又要管住宏观;既要积极推动,又要稳步前进;既要推行企业责任制,又要确保设备完好、成本下降、质量提高;既要使价格遵守价值规律,又要照顾民生的承受能力;既要承认改革开放条件下的消极现象不可避免,又要力求把它控制在最低限度;既要反对过分强调"斗争哲学",又要反对怕矛盾怕斗争怕得罪人;既要充分发扬民主,又要切实维护和加强党中央的权威;既要看到共产主义还很遥远,又要坚信共产主义必胜,加强共产主义思想教育。陈云的改革开放思想,是党的宝贵思想财富,对新时代的改革开放具有重要意义。

Being an important member of the second-generation central leading collective centered on Deng Xiaoping,Comrade Chen Yun experienced the 17-year early period of reform and opening-up and his thought on reform and opening-up has been important part of Deng Xiaoping Theory.Chen Yun’s thought on reform and opening-up can be summarized in terms of dealing with eight kinds of relationships:not only micro flexibility,but also macro control;not only active promotion,but also steady progression;not only implementation of corporate responsibility system,but also insurance of good conditions of equipment,reduction of cost and improvement of quality;not only making price subject to the law of value,but also concern on the people’s affordability;not only recognizing the inevitability of passive phenomena under the conditions of reform and opening up,but also making efforts to minimize them;not only opposing the overstress on the“philosophy of struggle”,but also opposing the fear of contradiction,struggle and offending people;not only sufficiently carrying forward democracy,but also concretely maintaining and strengthening the authority of the CPC Central Committee;not only recognizing that communism is still far away,but also firmly believing in the ultimate victory of communism and strengthening the communist education.Chen Yun’s thought on reform and opening-up is a valuable ideological treasure of the Party,having an important meaning for the reform and opening-up of the new era.
