摘要
济南城市的公共卫生事业如同中国其他传统城市一样,是在效仿通商口岸城市公共卫生的管理样态而逐步开展起来。济南首从建构公共卫生管理机构和立法制度着手,并凭借此等国家机器力量的护卫,展开公共卫生的整理与改良。在这一过程中,当局与民众围绕"规矩"和"清洁"展开博弈,其进程折射出当时中国城市由传统向现代的艰难转型。
Like other traditional cities in China, the urban public health enterprise in Jinan was gradually developing imitating the management pattern of public health in commercial port cities. Jinan set about constructing public health management institutions and legislative system first, and developed the public health consolidation and improvement with the support of these national machine forces. In this process, the authorities and the public played a game around"rules"and"cleanliness", which reflected the arduous transition of Chinese cities from traditional to modern.
