乡村振兴战略背景下的农村精准扶贫探讨

Research on Targeted Poverty Alleviation in Rural Areas Under the Background of Rural Revitalization Strategy

实施乡村振兴战略是党的十九大提出的重大战略部署,是新时代"三农"工作的总抓手。通过探讨精准扶贫对乡村振兴战略的重大意义,分析了农村精准扶贫过程中遇到的问题,提出了精准扶贫工作推进建议。农村精准扶贫是乡村振兴的前提和关键,是大力促进城乡协调发展、激发农村内生动力、加速农村农业供给侧结构性改革以及实现共同富裕的关键性问题。扶贫工作必须坚持以更加精准的帮扶、教育、协调和保障为工作重点,从而助力我国乡村振兴战略的实现以及全面建成小康社会任务的圆满完成。

Implementing the strategy of rural revitalization is a major strategic plan put forward at the 19^th national congress of the Communist Party of China. This study discusses the significance of targeted poverty alleviation to the strategy of rural revitalization, analyses the problems in targeted poverty alleviation in rural areas, and puts forward some measures to promote targeted poverty alleviation. Targeted poverty alleviation in rural areas is the premise and key to the revitalization of rural areas. It is a key issue to vigorously promote the coordinated development between urban and rural areas, stimulate the endogenous driving force of rural areas, accelerate the supply-side structural reform of rural agriculture and realize common prosperity. The poverty alleviation work must focus more on accurate help, education, coordination of aid and security, so as to boost the realization of the strategy of rejuvenating our country and accomplished of building a well-off society in an all-round way.
