陕西省新农合发展中的问题及对策研究

Research on the Problems in the Development of New Rural Cooperative Medical System in Shaanxi Province and Their Countermeasures

为应对陕西省新型农村合作医疗(新农合)制度发展中存在的参合率偏低问题,运用回归分析法分析影响新农合参合率的因素,调查分析陕西省农民参加新农合的实际情况,结果表明:农民人均纯收入和卫生医疗机构数量及分布是影响农民参合率的主要原因。研究发现陕西省各地区经济发展不均衡,导致新农合在各个地区的发展有差异,提出进一步提高农民参加新农合的积极性,提高参合农民基本医疗社会保障的对策建议。

In order to cope with the problems existing in the development of Shaanxi New Rural Cooperative medical System,the paper analyzes the factors influencing farmers’ participation rate by the regression analysis method.The results show that the per capita net income of rural residents and the number and distribution of medical institutions are the main factors influencing the participation rate.The study finds that imbalanced economic development has led to differences in the development of the new rural cooperative medical system in the regions of Shaanxi.This paper offers suggestions for further increasing the farmers’ participation rate in the new rural cooperative medical system and improving the basic medical security for farmers.
