健康中国战略下上海市长宁区健康咨询服务点现状评估

Evaluation of the Status of Health Consultation Service Points in Changning District of Shanghai Under the Healthy China Strategy

目的调查上海市长宁区健康咨询服务点建设及运行现状,分析可能存在的问题,从而进一步提升咨询点服务能级,探索创新工作机制及服务模式,为服务健康中国战略提供理论指导。方法通过问卷调查为主体的形式,采集咨询点服务基本情况、服务规范度、咨询员结构组成等情况。结果经过整体结构建设和调整,现阶段上海市长宁区内共建立咨询点189个。21.2%的咨询点由社区卫生服务点管理,78.8%委托居委管理。共配备508名咨询员,医学教育背景具备率72.8%,咨询员来源于健康促进志愿者的有36.6%。社区咨询点服务均按照规范要求开展,完成率较好,但居委管理咨询点完成率相对较低。结论健康咨询服务点对开展居民健康教育起到重要作用,但为了更好地满足居民对健康的需求,针对健康中国战略背景下健康咨询服务点存在的问题,需进一步加强咨询点规范化建设,咨询员的能力建设与管理以及注重咨询点服务内涵提升。

Objective To investigate the current construction and operation of health counseling service points in Changning District, Shanghai, and analyze the possible problems, so as to further enhance the service level of counseling service points, explore innovative working mechanisms and service modes, and provide theoretical service guidance for the strategy of Healthy China. Methods By questionnaire survey as the main form, the basic information of the service, the service standard, and the structure of the consultants were been collected. Results After the overall structure construction and adjustment, 189 counseling centers were established in Changning District of Shanghai. The proportion of the counseling centers which were managed by community health service centers was 21.2%, 78.8% of centers entrusted residence with management;A total of 508 consultants were provided, and the qualified rate of medical education background was 72.8%;36.6% of consultants came from health promotion volunteers. The community counseling service was carried out in accordance with the requirements of the norms, and the completion rate was better, but the completion rate of residential counseling points was relatively low. Conclusion Health counseling service points play an important role in health education for residents. In order to better meet the health needs of residents, in view of the problems existing in health counseling service points under the background of Healthy China Strategy, it is necessary to further strengthen the standardization construction of health counseling service points, the capacity building and management of counselors, and the promotion of the connotation of health counseling service points.
