摘要
为了评估国有火力发电企业的成本效率水平,并分析所有者形式对效率的影响,采用随机非参数包络分析方法,计算上市火电公司的成本效率。结果表明,在考虑所有制形式这一外部因素的条件下,上市火电公司整体效率值比较低,效率上升空间仍然很大。同时,上市火电公司的平均成本效率在研究期间内先下降后上升,中央企业成本效率相对低于地方政府所有企业。最后,提出相应的政策建议,即应加大技术、人力和管理投资,并加强管理,以抵抗未观测到的外部因素对企业带来的不良影响。
In order to evaluate the cost efficiency of state-owned thermal power company and analyze the influence of ownership form on efficiency,the stochastic non-parametric envelopment of data method is used to calculate the cost efficiency of listed thermal power companies.The results show that considering the external factor of ownership form,the overall efficiency value of listed thermal power companies is relatively low,and there is still a lot of room for efficiency increase.Meanwhile,the average cost efficiency of listed thermal power companies declines at first and then rises during the study period,and the cost efficiency of central company is relatively lower than that of local government-owned enterprises.The corresponding policy suggestions should be made to increase investment in technology,manpower and management,and strengthen management in order to resist the unobserved adverse impact of external factors on enterprises.
