落实党委和政府农村生态环境保护主体责任的调研分析

Investigation and analysis of fulfilling the main body responsibility of the Party Committee of CPC and the government in protecting the rural ecological environment

通过调研落实党委和政府农村生态环境保护主体责任的地方实践,发现存在的问题,多方听取意见,从责任是什么、怎么落实责任、如何加强监管进行分析。农村生态环境保护公益性强,需要构建纵向到底、层次清晰,横向到边、分工合理,系统联动、高效有力的农村生态环境保护责任体系,通过多渠道多手段推动落实农村生态环境保护的党政同责、一岗双责,大力健全农村生态环境保护监管机制。

Through the investigation of the local practice of fulfilling the main body responsibility of the Party Committee of CPC and the government for the protection of rural ecological environment,this paper analyses what the main body responsibility is,how to fulfill it and how to strengthen supervision.Rural ecological environment protection is of strong public interest,so it is needed to build an effective responsibility system of rural ecological environment protection,which has a clear responsibility level and obligation boundary.It also need to promote fulfilling the responsibility by various approaches and modes.At the same time,it is important to perfect the supervision mechanism of the rural ecological environment protection.
