农村社区散居院落环境综合治理的实践与思考——以都江堰市海云社区高家院子“百村容貌”整治为例

Practice and thoughts on comprehensive environmental management of scattered courtyards in rural communities:Taking the rectification of “100 Villages” in Gaojia Courtyard,Haiyun Community,Dujiangyan City as an example

随着新农村建设的快速推进,越来越多的农村群众住进了新型社区集中居住区。然而,仍有不少农民居住在散居院落中,其环境卫生、公共配套设施及公共服务与集中居住区相差甚远。本文以都江堰市崇义镇海云社区高家院子"百村容貌"整治为例,介绍在院落环境整治实施前后,农村社区如何引导院落群众全程参与投工投劳,充分发挥院落群众的主体作用,以及如何积极构建院落群众民主自治的框架体系,探索创新基层社会治理工作。从而最大限度激发基层活力、减少不和谐因素,化解集中居住区与散居院落之间在服务管理上形成的"新二元结构",最终努力实现集中居住区与散居院落之间统筹发展、成果共享。

The report of the 19th National Congress of the Communist Party of China put forward the“Village Revitalization Strategy”,and effective governance is the basis of rural revitalization.With the rapid development of new rural construction,more and more rural people have entered the new residential community.However,there are still many peasants living in scattered courtyards,and their environmental sanitation,public facilities and public services are far from the concentrated residential areas.This paper takes the rectification of“100 Villages”in Gaojia courtyard,Haiyun Community,Chongyi Town,Dujiangyan City as an example.To introduce how the rural communities can guide the people in the courtyard to participate in the work and labor,and give full play to the main role of the masses in the courtyard before and after the implementation of the renovation of the courtyard environment.Simultaneously how to actively build a framework system for the construction and self-government of the courtyard people,and explore innovative grassroots social governance.In order to maximize the vitality of the grassroots level,reduce the disharmony factors,and resolve the“new dual structure”formed in the service management between the centralized residential area and the scattered courtyard.In the end,efforts will be made to achieve coordinated development and share of results between concentrated residential areas and scattered courtyards.
