Investigation report on reform of EIA approval system and pollutant emission permit system

环境影响评价制度是建设项目的环境准入门槛,是申请排污许可证的重要依据,"环评管准入,许可管排污"。开展环评审批制度改革,有助于优化营商环境,推进生态环境治理体系和治理能力现代化。对此,本文就各地环评审批制度改革及排污许可制度实施情况进行了调研。调研发现,各地的改革取得了一定效果,但在制度衔接、环保监管等方面还存在问题和风险。下一步,在深入推进各地改革,积极探索有益经验和做法的同时,要通过顶层设计和政策制定将不同的改革路径把控在合适的轨道范围内,积极推进环评审批制度改革工作。

Deepening the reform of“improve the investment and market environment,accelerate opening-up and foster a stable,fair,transparent and predictable business climate”is a major decision-making arrangement made by the Party Central Committee and the State Council,which is conducive to improve and develop the modernization of China’s system and capacity for governance,promoting sustainable economic and social development.The Environmental Impact Assessment(EIA)system is the environmental entry threshold for construction projects.It is the premise and important basis for applying for pollutant discharge permits.The reform of the environmental assessment and approval system will help promote the modernization of the ecological environment management system and governance capacity.In this regard,this paper has conducted research on the reform of the EIA approval system and the implementation of the pollutant discharge permit system.The survey found that the reforms in various places have achieved certain results,but there are still problems and risks in terms of system linkage and environmental protection supervision.In the next step,while deepening local reforms and actively exploring useful experiences and practices,we must actively control the reform of the EIA approval system by controlling the different reform paths within the appropriate track through top-level design and policy formulation.
