多元共治下中外合作办学机构的质量保障体系——以西交利物浦大学为例

Quality Assurance System under the Multiple Shared Governance of Sino-Foreign Joint-Venture University in China: A Case Study of Xi'an Jiaotong-Liverpool University

从西交利物浦大学可以管窥我国具有独立法人资格的中外合作办学机构之质量保障体系及其实施过程。西交利物浦大学构建了由中外合作双方政府主管部门和高校共同监控的外部质量治理体系和完整的内部质量保障体系,内外质量保障体系互为表里,有效保障学位授予、教学、专业设置、课程发展和学生考试与学业评价等方面的质量。但由于发展规模、速度与资源投入不足之间的矛盾,需要进一步完善中外双方共管与市场第三方质量评估有效结合的外部质量保障体系,并不断健全内部质量保障系统,确保其可持续发展。

The Article aims to explore the quality assurance system of Sino-Foreign Joint-Venture University in China by taking Xi’an Jiaotong-Liverpool University (XJTLU) as a case study. XJTLU has established both external and internal quality assurance systems. The external system is a shared quality control system constituting of both British Quality Assurance Agency for Higher Education and Liverpool University, with the Chinese Ministry of Education and Jiangsu Educational Commission. The external and internal systems are cohesion and complementary to ensure the quality of degree awarding, teaching, discipline and curriculum development, examinations and evaluation of students’ performance. However, due to the pressure of enrolment growth, limited investment and relatively slow increase of the number of faculty members, XJTLU needs further to improve its internal quality assurance mechanism and system. The Chinese and British governments and the independent agencies of quality, evaluation and accreditation should play more important role in the quality assurance in an attempt to promise the sustainable development of the university.
