摘要
体育权是人类社会生存发展的基本权利。本文依据国际组织公约、部分国家出台的法律条文和政策纲要精神,阐述了高校特殊群体体育权利保障的必要性。基于志愿服务在高校特殊群体体育权实现的优势分析,提出了建立高校特殊群体体育教育志愿服务长效机制的路径。希望高校通过志愿服务长效机制的建立能够改善特殊群体体育权问题,促进高校体育教育公平落实到位,学生体育权实然与应然相一致。
The right to sport is the basic right of human society to survive and develop.Based on the conventions of international organizations,the laws and regulations promulgated by some countries and the outline of policy framework,this article expounds the necessity of guaranteeing the sports rights of the special groups in colleges and universities.From the perspective of equitable cognition of physical education in colleges and universities,it presents two logical misunderstandings of fair understanding of physical education,which leads to the deprivation of physical rights of special groups in physical education.Based on the analysis of advantages of volunteer service in the realization of sports rights of special groups in colleges and universities,this paper puts forward the path of establishing long-term mechanism of voluntary service of physical education for special groups in colleges and universities,namely,mobilization mechanism,selection mechanism,training mechanism,management mechanism and incentive mechanism.Hope that in the current lack of special sports law constraints in colleges and universities form,through the establishment of long-term volunteer service mechanism can improve the sports rights of special groups to promote the fair implementation of physical education in colleges and universities place,the student rights of the physical and indeed should be consistent.
