Analysis on the Evolution of the Function of the Party Organization in the State-owned Enterprises in the New Era

党的十九大通过的《中国共产党章程(修正案)》将国有企业党组织的职能从发挥政治核心作用修改为发挥领导作用,这与我国政治经济建设的深刻变革密不可分。相较于发挥政治核心作用,党组织发挥领导作用的内涵更加丰富、方式更加全面、保障更加有力。党组织发挥领导作用的意义重大,有利于提升国有企业的效率,使国有企业树立正确的发展理念,加强党对国有企业的领导。要充分发挥国有企业党组织领导作用,必须坚决纠正以公司章程替代法律规范、以抓好党建替代全面领导、以国际接轨否定党组织的作用等认识误区,夯实法律基础,加大制度供给,建设复合型高素质党务工作者队伍。

The Party Constitution,which is amended by the 19th National Congress of CPC,changes the function of the party organization of the state-owned enterprises from playing the core role of politics to playing the role of leadership,which is closely related to the profound changes in the political and economic construction in China.Compared with playing the core role of politics,playing the role of leadership has deeper connotation,providing more comprehensive means and more powerful guarantees.It is of great significance to play the leading role of the party organization.It is beneficial for the state-owned enterprises to improve the efficiency,to establish the correct concept of development,and strengthen the leadership of the Party to the state-owned enterprises.In order to give full play to the leadership role of the party organization of the state-owned enterprises,we must resolutely correct the following misunderstanding such as replacing the legal norms with the articles of enterprises,comprehensive leadership with the job of Party building,and denying the role of the party organization by enterprises'internationalization.We must consolidate the legal basis,increase the support of the system,and cultivate high-qualitative party cadets.
