农垦系统基层党组织建设问题研究

Research on the Construction of Grass-roots Party Organizations of Land Reclamation System

十八大以来,农垦系统在推动全面从严治党向基层延伸方面整体上履职积极作为主动,但是对照中共中央《关于加强党内法规制度建设的意见》《关于在深化国有企业改革中坚持党的领导加强党的建设的若干意见》和《关于进一步推进农垦改革发展的意见》等文件要求,目前农垦系统基层党组织建设在政治功能发挥、带头人队伍培养、党员教育管理、基层基础保障和党建工作履职尽责等方面还存在薄弱环节。适应新时代新要求,应尽快完善农垦系统基层党建工作标准体系,加强基层党组织力量配备,推进党建工作信息化建设和党建阵地建设,建立全方位监督体系,健全农垦系统党建工作责任制和考核评价机制。

Since the 18th CPC National Congress,land reclamation system has fulfilled its duty actively of driving Party self-governance exercised fully and with rigor to extend to the grass-roots level.However,compared with the CCCP documents’ requirements of the suggestion of strengthening construction of inner-party law and regulation system,suggestions on adhering to the leadership of the Party and strengthening the construction of the Party during the course of deepening the reform of the state-owned enterprises,and suggestions on advancing further the reforms and development of land reclamation,the construction of the grass-roots Party organizations of land reclamation system has weak links on playing the political function,training leader team,the education and management of the Party members,the basic guarantee of the grass-roots level and the fulfillment of duty on Party building.In order to adjust to new requirements of new era,it is to perfect the standard system of the grass-roots Party building of land reclamation system,to strengthen the power allocation of the grass-roots Party organizations,to drive the informatization construction of Party building and the position construction of Party building,to set up an omni-directional supervision system,to perfect the accountability & assessment and evaluation mechanism of Party building of land reclamation system as soon as possible.
