新时期我国社会治理中的政府公共责任困境及对策研究

A Study on the Dilemma and Countermeasures of the Government's Public Responsibility in China's Social Governance in the New Era

我国作为一个国土面积广阔、全球人口最多的国家,社会治理自然而然的就成为了我国各级政府以及各类社会组织的一项重大任务。在党的十八届三中全会上,党从国家战略高度出发,统筹全局,将社会管理提升为社会治理,同时,将"创新社会治理体系"列为我国国家治理体系和之实现代化的重要内容,并且确立了政府在社会治理中的主导地位。而在党的十九大报告中,习近平主席更是作出了"提高保障和改善民生水平,加强和创新社会治理"的重要阐述,将社会治理与社会民生放在同等重要的地位上。在新时期,不断推进国家治理体系以及治理能力的现代化以适应我国突飞猛进的社会经济发展以及解决当前我国社会主要矛盾具有重要意义。政府作为社会治理中的重要主体之一,在社会治理的过程中具有主导作用,本文旨在分析新时期我国社会治理中的政府公共责任困境以及探究其解决对策,来促进社会更快更好地发展。

As a country with a vast territory and the largest population in the world, social governance has naturally become a major task for Chinese governments at all levels and various social organizations. At the third plenary session of the 18th central committee of the communist party of China (CPC), the party started from the strategic height of the country, made overall plans, and promoted social management to social governance. At the same time,“innovating social governance system”was listed as an important part of the modernization of China’s national governance system and reality, and established the leading position of the government in social governance. In the 19th CPC national congress report, President Xi jin ping made the important statement of“improving people’s livelihood, strengthening and innovating social governance”, putting social governance and people’s livelihood on an equal footing. In the new era, it is of great significance to constantly promote the modernization of the national governance system and governance capacity to adapt to China’s rapidly advancing social and economic development and solve the major social contradictions in China. As one of the important subjects in social governance, government plays a leading role in the process of social governance. This paper aims to analyze the dilemma of government's public responsibility in social governance in China in the new era and explore its countermeasures.
