我国珍贵少数民族档案文献遗产保护需求研究——基于对《中国档案文献遗产名录》的统计分析

我国珍贵少数民族档案文献遗产是经由中国档案文献遗产工程组评选,被列入《中国档案文献遗产工程》的少数民族档案文献遗产,是我国少数民族社会实践活动的真实历史记录和智慧结晶,是民族文化多元性的象征,是具有国家级别文化价值的档案文献遗产。受自然环境变迁与现代工业文明冲击等多方面因素的共同影响,我国珍贵少数民族档案文献遗产正面临着老化、遗失、难以识读等诸多问题,保护工作目前进展仍很缓慢。本文在界定珍贵少数民族档案文献遗产概念的基础上,通过《中国档案文献遗产名录》的统计分析,对我国珍贵少数民族档案文献遗产的保护状况进行较为系统的介绍,总结保护过程中现存问题,最后从国家层面和珍贵少数民族文献遗产收藏机构层面,对少数民族档案文献遗产保护需求进行总结:国家层面的需求包括完善政策法规、建立保护管理组织;收藏机构层面的需求包括入选《名录》后的保护、收藏机构协作保护、专业人才队伍建设,旨在推动珍贵少数民族档案文献遗产的保护工作进程。

The minority archives documentary heritage in China is listed in the Archives Documentary Heritage Project of China. It is the real historical record of social practice of ethnic minorities and the crystallization of wisdom of the ethnic minority people. It is also the symbol of national cultural diversity, and documentary heritage with national cultural value. Influenced by the changes of natural environment and the impact of modern industrial civilization and other factors, it is faced with many problems, such as aging, loss, difficulty in reading, and so on. However, the protection of these heritages is not satisfactory. On the basis of defining the concept of precious minority archives documentary heritage, this paper makes a systematic introduction to the protection of the precious minority archives documentary heritage through the statistical analysis of the List of Archives Documentary Heritage of China, and summarizes the existing problems in the process of protection. Finally, it analyzes the protection needs of the minority archives documentary heritage from the national level and the collection organization level. The needs of the state level include perfecting policies and regulations and establishing protection and management organizations;the needs of collection organization include follow-up protection after successful application, collaborative protection of relevant institutions and professional team construction. The aim is to promote the protection process of precious minority archives documentary heritage.
