Construction of Information System Performance Evaluation Index System of Digital Archives

电子文件数量的大规模增长和信息化技术的发展,加快推进了数字档案室信息系统的建成。一套数字档案室信息系统绩效评价指标体系,对于推动数字档案室信息系统的发展至关重要。本文以文献研究法为主,结合我国数字档案室建设现况及相关系统绩效评价指标体系,明确构建数字档案室信息系统绩效评价指标体系的必要性。以BSC模型为基础从资源配置、履行职责、用户评价、综合效益等方面提出适合我国数字档案室信息系统的绩效评价指标体系,并提出相应的评价方法。

The large-scale growth of electronic documents and the development of information technology have accelerated the construction of digital archives information system. A information system performance evaluation index system of digital archives is very important to promote the development of digital archives information system. Based on the literature research method, combined with the current situation of the construction of digital archives in China and the related system performance evaluation index system, this paper clarifies the necessity of constructing the performance evaluation index system of digital archives information system. Based on BSC model, this paper puts forward a performance evaluation index system suitable for China's digital archives information system from the aspects of resource allocation, responsibility performance, user evaluation and comprehensive benefits, and proposes corresponding evaluation methods.
