鄂豫皖苏区的优抚政策及其成效

Preferential Policies and Their Effectiveness in the Soviet Area of Hubei, Henan and Anhui

鄂豫皖苏区时期的优抚政策包括优待红军战士及家属、抚恤军烈属、安置红军伤病员三个方面。苏区政府设立相关社会保障机构,制定优待条例;分配红军公田,实行代耕制度;为红军家属提供各种生活优待;保护红军战士婚姻关系。同时,颁布抚恤条例,确保烈属与伤残战士获得物质补助、享受各种权利,褒扬革命精神等待遇,并有效实施红军伤病员的休养安置工作。鄂豫皖苏区优抚政策的实施,壮大了红军的队伍,鼓舞了红军的斗志,密切了苏区军民之间的感情,初步形成了中国共产党"双拥"工作制度的雏形。

The preferential policies in the Soviet area of Hubei, Henan, and Anhui included three aspects: preferential treatment to the Red Army soldiers and their families, the sponsorship for the families of martyrs, and placement of the wounded and sick members of the Red Army. The Soviet area government set up relevant social security agencies, formulated specific preferential regulations;distributed red army fields and implemented an alternative farming system;provided families of the Red Army with various kinds of preferential treatment in life;and protected the Red Army soldiers' marital relations. At the same time, pension regulations were promulgated to ensure that the martyrs' families and disabled soldiers could receive material benefits, enjoy various rights, get praised for revolutionary spirits and other treatments, and the rehabilitation of the wounded and sick members of the Red Army was effectively implemented. The preferential policies of the Hubei, Henan, and Anhui area expanded the Red Army, inspired the morale of soldiers, and strengthened the feelings between the army and civilians in the Soviet area. The embryonic form of the "double support" work system of the Communist Party of China was initially formed.
