劳动力流动的“新结构红利”假说存在与否?——基于人力资本的门槛回归 被引量:5

Does the “New Structural Dividend” Hypothesis of Labor Mobility Exist or Not?——Threshold Regression Based on Human Capital

摘要 在中国经济绿色转型和要素配置低效率的背景下,对结构红利假说赋予绿色的含义,选用Super-SBM模型测算中国省际绿色经济效率的同时,研究在不同人力资本水平上,劳动力流动的"新结构红利"假说的存在性和差异性。结果显示:当区域人力资本处于低等水平时,劳动力流动产生"新结构负利";当区域人力资本处于中等水平时,劳动力流动产生"新结构红利";当区域人力资本处于高等水平时,劳动力流动又产生"新结构负利"。与中、西部地区相比,东部地区的就业结构与产业结构的匹配程度最高,劳动力的跨产业流动的"新结构红利"最小。各省市突出自身比较优势,注重人力资本的投资,坚持市场化改革,推动就业结构改善与产业结构优化升级实现良性互动,倡导和营造一个创新的软环境,能够有效提高中国绿色经济效率。 In the context of China’s economic green transformation and inefficient allocation of factors,the structural dividend hypothesis is added by the connotation with green.The Super-SBM model is used to measure the efficiency of China’s interprovincial green economy.And under different levels of human capital,the existence and difference of the new structure dividend hypothesis regarding the labor mobility is studied.The results are given below.When regional human capital is at a low level,labor mobility produces“new structure negative profits”;when it is at a medium level,labor mobility generates“new structural dividends”;when it is at a higher level,labor mobility creates a“new structure negative”.Compared with the central and western regions,the eastern region has the highest matching degree of the employment structure and industrial structure, and the smallest“new structural dividend”of the labor cross-industry flow.All provinces and cities are devoting themselves to effectively improving the efficiency of China’s green economy by a series of measures,such as highlighting their comparative advantages,paying attention to the investment of human capital, adhering to market-oriented reforms,promoting the improvement of employment structure,upgrading the industrial structure, advocating and creating an innovative soft environment.
