This paper summarized the new ideas, new thoughts, and new strategies of the governance of the CPC Central Committee since the 18 th CPC National Congress, and expounded the thought on the socialism with Chinese characteristics for a new era in 19 th CPC National Congress. We found that Xi Jinping expressed clearly ruling-by-law thought on the socialism with Chinese characteristics for a New Era which is people-centered. Xi Jinping’s ruling-by-law thought on the socialism with Chinese characteristics for a new era which is people-centered, is an epitome of the Sinofication of Marxism ruling-by-law thought. It is also a revolution of human’s ruling-by-law thought. People-centered is the core value concept of Xi Jinping’s ruling-by-law thought on the socialism with Chinese characteristics for a new era, besides, it is the red line which runs through the legislation, law enforcement and judicial activities of the socialism with Chinese characteristics for a New Era. It is also the soul of the legislation, law enforcement and judicial activities of socialism with Chinese characteristics for a new era. To implement Xi Jinping’s ruling-by-law thought on the socialism with Chinese characteristics for a new era, the key is to implement people-centered spirit which is the soul of socialist rule of law with Chinese characteristics.
