摘要
2018年11月23日,西安获得开放第五航权国家支持,是西安打造国际重要门户枢纽、促进外向型经济发展、推进全面扩大开放的良好契机。西安在开放第五航权、发展外向型经济方面有自身优势,但也面临不少挑战。西安应从积极推进第五航权开放、加快机场及配套设施建设和提升服务水平、促进对外开放平台和临空经济发展、提高政府服务品质等四个方面主动作为,充分释放第五航权的发展红利。
On November 23, 2018, Xi′an gained the state support of opening the fifth traffic right. It is a good opportunity for Xi′an to build an international portal and hub, promote export-oriented economic development and further expand the opening-up to the outside world. Xi′an has its own advantages in developing export-oriented economy, but also faces many challenges. Xi′an should make full use of the bonus of the fifth traffic right by taking the following four measures: actively promote the opening of the fifth traffic right, speed up the construction of airport and step up their services, promote the open platform and airport economy, and improve the quality of government service.
