县级政府推进生态治理的动力机制研究——以浙江省K县为例

Research on the Dynamic Mechanism of County Governments Promoting Ecological Governance——Taking K County in Zhejiang Province as an Example

县域生态治理作为新时代中国特色社会主义建设的重要内容,是进一步加快生态文明体制改革的关键环节和提升县域综合治理能力的现实抓手。随着城镇化建设快速推进,县域生态治理危机日益凸显,尤其是作为生态治理核心主体的县级政府,面临着治理动力不足的困境。要改变这种困境,就要构建基于政府、市场、社会"三位一体"的生态治理动力机制。以浙江省K县为例,可在分析K县开展生态治理的实践基础和现实障碍的基础上,结合区域发展实际,提出构建县域生态治理动力机制模型,具体包括引力机制、压力机制和推力机制。相较于理论界以往基于层级管理体制的研究范式,在县域生态治理动力机制中,应首先综合考量影响县域生态治理的相关要素,明确各要素之间的内在关系和运作机理,以最终实现由政府主导型生态治理模式向"三位一体"多元合作模式的转化。这对解决县级政府生态治理动力不足这一难题、提升县域生态治理成效等具有积极的参考和借鉴意义。

As an important part of the socialist construction with Chinese characteristics in the new era,county ecological management is a key link to further accelerating the reform of the ecological civilization system and a realistic grasp of improving the comprehensive management capacity of the county.With the rapid advancement of urbanization construction,the county ecological governance crisis has become increasingly prominent,especially the county-level governments,which are the core of ecological governance,face the dilemma of lack of governance.This paper takes K county of Zhejiang province as a sample,systematically analyzes the practical basis and practical obstacles of ecological management in K county,and then puts forward the model of constructing the dynamic mechanism of county ecological management in combination with regional development,including gravitational mechanism,pressure mechanism and thrust mechanism.Compared with the research paradigm based on the hierarchical management system in the past,this paper comprehensively considers the relevant factors affecting the dynamic mechanism of county ecological management,systematically analyzes the internal relationship and operational mechanism among the various elements,and the relevant research conclusions are drawn to crack the county government's lack of motivation for ecological governance for the improvement of the effectiveness of county ecological management,which have positive reference significance.
