人为灾害与自然灾害风险感知异同及原因分析

Similarities and Differences in Risk Perception of Man-made and Natural Disasters and its Reasons Analysis

为了更好地认识公众对人为灾害与自然灾害的感知异同,理解公众行为,提升公众参与风险管理的水平,运用文献分析方法从数据获取方式、变量类别、变量关系、解释理论等方面比较总结了当前人为灾害与自然灾害风险感知研究的异同,并从人为灾害的形成原因、发生过程和后果影响等角度解释了其风险感知特殊性的产生原因。结果表明:人为灾害与自然灾害的风险感知存在较大差异,应根据其特点采取不同的风险管理策略。最后,根据两类灾害的风险感知特点提出风险管理建议。

To better understand the similarities and differences in public perception of man-made and natural disasters, understand public behaviors, and boost the level of public participation in risk management, we compare and summarize the similarities and differences of current research on risk perception of man-made and natural disasters from the aspects of data acquisition methods, variable categories, variable relations, interpretation theory etc. by using literature analysis method. The causes of the particularity of risk perception are explained from the aspects of the causes, processes and consequences of man-made disasters. The results show that there are great differences in risk perception between man-made and natural disasters, and different risk management strategies should be adopted according to their characteristics. Finally, according to the risk perception characteristics of the two types of disasters, we put forward risk management suggestions.
