Research on the System and Content of the Open Access Policies of Academic Journals in China

在对国内外学术期刊开放获取政策的制定情况进行调研分析的基础上,借鉴国外政策,构建包含国家宏观指导政策和学术期刊开放获取政策的政策体系。使用主观赋值法确定政策要素权重,最终构建包含14个必选要素和5个可选要素的政策体系。国家宏观指导政策包括国家对学术期刊开放获取的态度、质量控制要求、版权和许可建议、出版费标准等内容。学术期刊开放获取政策包括开放获取章程、版权政策、分享政策、数据政策等内容。

This paper first makes an investigation and analysis of the open access policies of academic journals published in China and other countries. Then, drawing lessons from foreign open access policies, it adopts the subjective assignment method to construct an open access policy system with 14 mandatory elements and 5 optional elements. Such an open access policy system is made up of national -level macro guiding policies and specific policies of academic journals. In detail, national -level macro guiding policies include national government’ s attitude towards academic journals’ open access, requirements for quality control, suggestions on copyright and licensing, and standards for publication fees. And specific policies of academic journals include their open access statutes, copyright policies, sharing policies, data policies, etc.
