“一带一路”倡议推动了我国沿线地区入境旅游的发展吗?——基于双重差分的实证

Did the "Belt and Road" Initiative Promote the Inbound Tourism Development in the Related Areas?——An Empirical Study Based on Double Difference

利用2000—2015年相关数据检验"一带一路"倡议对沿线地区入境旅游的影响。自"一带一路"倡议提出以来,沿线地区采取了种种措施推动入境旅游的发展。不同地区都基于自身的现实条件,提出了发展入境旅游的针对性策略。推进举措呈现出渠道多元化、主体国际化、主题专业化等特征。通过双重差分方法检验可知,"一带一路"倡议对沿线地区入境旅游的发展具有显著的推动作用。同时,旅游企业营收的增长、旅游从业人员和企业数量的增加、对外开放程度的扩大、旅游交通条件的改善也促进了沿线地区入境旅游的发展。最后提出了加强政府战略指引、提升旅游企业竞争力、发展边疆旅游、完善旅游公共服务体系的对策建议。

The impact of the "Belt and Road" Initiative on the inbound tourism in the related areas was studied based on the relevant data from 2000 to 2015. Since the Initiative was proposed, related areas have taken various measures to promote the development of inbound tourism: specific measures to develop inbound tourism based on their own actual conditions. The measures were characterized by diversification of channels, internationalization of the subject, and specialization of themes. The double difference method test found that the Initiative played a significant role in promoting the development of the inbound tourism in the related areas. At the same time, the growth of tourism enterprises revenue, the increase of the number of tourism employment and enterprises, the expansion of opening to the outside world, the improvement of tourism traffic conditions also promoted the development of the inbound tourism in these areas. This paper proposed emphases in the future: the government's strategic guidance to be strengthened, the competitiveness of tourism enterprises to be enhanced, frontier tourism to be developed, and the tourism public service system tobe improved.
