Research on the Active Unemployment Insurance Policies: Pursuing the Life Security Policies with Moderate Level of Benefits

失业保险的"保生活",是指保障失业人员的基本生活,这是失业保险制度的基础功能,其实质是对失业人员生存权的保障,是失业人员履行参保缴费义务后的应然权利。本文首先论述保生活政策的基本内涵,其次结合我国失业保险制度的发展历程,论述保生活政策的演变特征和基本现状,最后结合当前失业保险待遇受益率较低的实际情况,提出进一步完善保生活政策建议,包括坚持保障适度的基本方针,建立灵活的待遇发放方式,适当放宽失业保险金的领取条件等。

The Life Security Policies of the unemployment insurance refers to guaranteeing the basic livelihood of the unemployed,which is the basic function of the unemployment insurance system.Its essence is the protection of the right to subsistence of the unemployed after their fulfilling the obligation of payment for the contributory unemployment benefit schemes.In this paper,the authors elaborate the basic meaning of the Life Security Policies,shed light on the evolution characteristics and the current situation of the Life Security Policies based on the development of China's unemployment insurance system,and finally put forward recommendations for further improving the Life Security Policies while considering the current low benefit rate in receiving the unemployment insurance benefits,including pursuing the guidelines of moderate security,establishing a flexible mechanism in contribution payment and benefits granting,and lowering the threshold of eligibility for receiving unemployment insurance benefits,etc.
