摘要
本文以创建全国文明城市为例,概括了"评比表彰"的基本模式与激励实现机制,同时分析了两端行动者的逻辑。中央政府为何设置"评比"项目,各级地方政府被何种动力驱使追逐"表彰",哪些制度要素确保了整套逻辑的有效落实。较已有相关文献,本文在中央对地方政策执行的激励方面,发现在鲜少讨论的非经济领域仍有一套行之有效的动员模式:上级通过设立非经济的明确指标,以表彰动员地方政府参与到激烈的评选中,而地方面对的权责不对等问题可能是激励其落实政策的另一解释。
This paper, taking the national civilized city as an example, summarizes the basic mode and incentive realization mechanism of "commendation". At the same time, it analyzes the logic of the actors at both ends-why the central government sets up the "evaluation" project, which is the motive force of local governments at all levels to chase "commendation", which system elements ensure the whole logic effectively implemented. Compared with the relevant literature, this paper has found that there is still a set of effective mobilization patterns in non-economic areas that are rarely discussed in the central government’s incentive to the implementation of local policies. By setting up clear indicators of non economy, the superiors commend the mobilization of local governments to participate in the fierce selection, while the local authorities are confronted with the problems of the right and the wrong. It may be another explanation to motivate its implementation.
