20 17年10月17日美国联邦政府发布了第三版的《全国突发事件事件管理系统》,引发了国际应急管理领域的广泛关注。最新版的《全国突发事件事件管理系统》的发布标志着美国第三代全国突发事件管理系统的诞生,新文件中把"统一行动"提升作为指导原则,统一行动意味着协调各组织之间的活动以实现共同目标,可以使具有特定管辖职责的组织在维护自己权力的同时,相互支持。这对于中国组建应急管理部之后,全面推进应急管理体系建设具有重要的参考价值。

The United States Federal Government issued the third edition of National Incident Management System(NIMS) which aroused widespread concern in the field of international emergency management on October 17, 2017. The latest edition of the National Emergency Management System was released, marking the birth of the third generation of NIMS. Unity of effort is the new guiding principle, which includes saving lives, stabilizing accidents and ensuring the protection of property and the environment. Unity of effort means coordinating activities among various organizations to achieve common objectives. Unity of effort enables organizations with specific jurisdictional responsibilities to support each other while maintaining their own authorities. It has important reference value for promoting the construction of China’s emergency management system after the establishment of the Ministry of Emergency Management.
