自贸区建设背景下优化出入境服务管理工作的若干思考

Ponder over How to Optimize Entry and Exit Department's Service and Management in the Background of Free Trade Zone Development

上海自贸区的建设目标是建设投资贸易自由、规则开放透明、监管公平高效、营商环境便利的国际高标准自由贸易园区。属地出入境管理部门应主动适应自贸区创新开放、先行先试的机遇任务,推动建立适应自贸区国际化发展的人才集聚制度、人才服务体系和出入境服务软环境,全力支持自贸区建设。结合近年来自贸区保税区域出入境服务管理工作的探索实践,对自贸区建设背景下如何优化出入境服务管理工作进行梳理与思考,具有较强的现实意义。

The aim of the Shanghai Free Trade Zone development is to build a high standard free trade zone where it is free to invest and do business, rules are open and transparent, supervision is fair and efficient and business environment is convenient. The entry and exit agency in the free trade zone should actively cater to the opportunities and assignments its innovation and pilot experiment have brought about so as to promote the establishment of the soft environment such as talent agglomeration system, talent-serving system and unique exit and entry service, which are adaptive to international development, and should fully support its self-development. Based on recent years’ exploration and practice in terms of the exit and entry agency service and management in the free trade zone, this paper reviews how to optimize the service and management in the background of free trade zone Development,which might be realistically significant.
