从省部共建到部省合建:我国中西部高水平大学建设的理念创新与制度变革 被引量:14

The Concept Innovation and Institutional Change of the Construction on High Level Universities in the Midwest of China

摘要 "省部共建"与"部省合建"这两个政策术语体现了不同时期中央政府对中西部高水平大学建设的积极回应与制度创新。从历史来看,中西部高水平大学建设一直在非均衡中演进,并成为我国高等教育领域的一个跨世纪政策议题。从溯源来看,省部共建与部省合建是中央政府支持中西部高水平大学建设的重大政策。从意涵来看,部省合建是省部共建的"升级版",具有政策目标的部省共生、优质资源的部省互动、政策效力的融合升级等三个方面的意蕴。中央政府需要进一步提升部省合建高校的地位,加强部省合建政策的评估,以促进我国区域高等教育均衡充分发展。 The two policy terms of province-ministry co-sponsorship and ministry-province cosponsorship, reflected positive responses and institution innovation of central government to construct high level universities in the Midwest of China in different periods. Historically, the construction of high level universities in the Midwest of China has been evolving in disequilibrium, and become a cross-century policy issue in the field of higher education. Originally, province-ministry cosponsorship and ministry-province co-sponsorship are important policies of the central government to support the construction of high level universities in the Midwest of China. From the policy implication ,ministry-province co-sponsorship is the upgraded version of province-ministry co-sponsorship, with such three aspects of the policy implications as policy objectives symbiosis, quality resources interaction and upgrading of policy effectiveness.Therefore, to promote balanced development of regional higher education in China, the central government needs to further enhance the status of the universities of ministry-province co-sponsorship and strengthening the policy evaluation of ministry-province co-sponsorship.
