摘要
分析河长制在水生态环境建设中的功能和特点,按照"系统治理、两手发力"的要求,提出了构建河工体系、支撑河长制政策措施更好落地的思路;并按"河长"与"河工"政企分工、相互配合的原则,研究合作模式及配套政策,以期为完善河湖管理保护长效机制提供参考。
In the paper,the function and characteristics of river chief system in the construction of water ecological environment is analyzed.According to the requirements of system governance and two-hands-power,this paper puts forward the idea of constructing river worker system and supporting the policy measures of river chief system,which is more practicable.Then,according to the principle of division and interaction between river chief and river worker,this paper also proposes the cooperation mode and its corresponding matching policy,in order to provide reference for perfecting the long-term mechanism of management and protection of river and lake.
