生产者责任制度与中国废弃电器电子回收处理体系的优化 被引量:3

摘要 随着科学技术的飞速提升,电器电子产品更新换代的速度也随之提升,因而产生了大量的电器电子废物,造成资源的浪费和环境的污染。然而,在当前征收基金模式和生产者责任延伸模式试点的体系下,废弃电器电子产品回收处理仍然存在很多问题未能解决。本文以案例分析的方法,分别分析了我国生产者责任延伸试点较成功的单位——四川长虹和实行生产者责任延伸制度的韩国这两个案例,从中探寻生产者责任延伸制度对我国废弃电器电子产品的回收处理方面未来可改进的方向,为完善我国的生产者延伸责任制提供可行的参考意见。 With the rapid development of science and technology,the speed of renewal and replacement of electrical and electronic products has also increased,resulting in a large amount of electrical and electronic waste,and bringing to resources waste and environmental pollution.However,under the current system of fund collection and piloting the Extended Producer Responsibility,there are still many problems in the recycling of electrical and electronic waste.By adopting the case analysis method,this paper separately analyzed two successful cases:one is the pilot of Extended Producer Responsibility in China,namely Changhong in Sichuan Province,and another is the Korea,a country who implemented the Extended Producer Responsibility.From these analyses,we want to explore the improvement of electrical waste recycle system of China based on Extended Producer Responsibility,and provide certain feasible suggestions.
