基于层次分析法的援潜救生医疗队作业效能评价体系构建与实证研究

Construction of the operational effectiveness evaluation system for submarine rescue medical team based on AHP method and its practical study

目的构建援潜救生医疗队作业效能评价体系以客观评价其作业效能。方法使用层次分析法(AHP法)结合Delphi法确定援潜救生医疗队作业效能评价指标及权重。结果构建了3个一级指标和11个二级指标的评价指标体系,一级指标中组织指挥能力权重为0.121,医疗系统保障能力权重为0.293,海上医疗救治能力权重为0.586。结论通过AHP法构建援潜救生医疗队作业效能评价体系是科学可信的,海上医疗救治能力是援潜救生医疗队作业能力的核心。

Objective To construct an operational effectiveness evaluation system for submarine rescue medical team,so as to objectively evaluate its operational effectiveness.MethodsAHP method combined with the Delphi method was used to determine the operational effectiveness evaluation index and weight of the submarine rescue medical team.ResultsThe evaluation index system consisting of 3 first-class indexes and 11 second-class indexes was constructed.In the first-class indexes,the weight of the organizing and commanding ability,the weight of support ability of the medical system and the weight of the maritime medical treatment ability were respectively 0.121,0.293 and 0.586.ConclusionThe construction of the operational effectiveness evaluation system for the submarine rescue medical team by AHP method was scientifically sound and practical,and the maritime medical rescue ability was the core of the operational ability of the submarine rescue medical team.
